In an earlier paper (Loxley, 2013) it was argued that Social Impact Bonds are a recent innovation in the financing of social services and are becoming more popular with governments, service agencies and private and charitable financing bodies. It is difficult to gather precise information on SIBSs but a scan of the literature and web sites suggests that there are now some 23 SIBS either being implemented or very close to implementation around the world.
